Formal authority answers who may act. Operational authority answers how the institution will decide, allocate, execute, observe, correct, and stop.
When the second answer is missing, the organization often compensates with meetings, escalation, or executive repetition. Activity rises while the binding decisions remain unresolved. The mandate appears sponsored but cannot reliably move through the system.
Operational authority requires a final decider, bounded delegated decisions, an execution owner, and evidence rules for each forum. The forum must produce a decision and state the threshold that changes the path.
Authority becomes operable when another person can reconstruct why a consequential decision was made, who held the right to make it, what constraint it addressed, what changed afterward, and when it must be reviewed.
