Six conditions before entry.

- The mandate can be stated without a service catalogue.
- Legitimate authority exists to make consequential decisions.
- The constraint can be investigated with evidence.
- A receiving owner can accept the transferred system.
- A stopping point can be agreed before entry.
Not every important problem belongs here.
The work is not ready when authority is hidden, the accountable owner is absent, the request is only for personal prestige or political influence, the organization cannot grant access to relevant facts, permanent dependency is the intended model, or no evidence could ever close or reframe the mandate.
