Define what must be won.

Prepare an authorized, non-confidential mandate statement before any introduction. It should make the authority, blockage, evidence, transfer owner, and stopping point visible.

Mandate preparation

Before an authorized introduction, prepare a non-confidential statement of the mandate, the responsible sovereign, the realm, the observed blockage, the consequential decisions now stalled, the evidence available, the transfer owner, and the condition that would require the work to stop.

Written agreement

Engagement begins only through an authorized introduction and a separate written agreement that identifies the parties, scope, decision rights, confidentiality, data handling, fees, intellectual property, transfer criteria, and exit conditions.
