Mandate
State what must become true, why it matters now, the authority source, the responsible sovereign, the realm, the exclusions, and the evidence that would invalidate the mandate.
Realm and constraint
Map actors, decisions, dependencies, incentives, interfaces, measures, observed symptoms, competing constraint hypotheses, supporting evidence, and a falsification test.
Decision architecture
Name the final decider, delegated decisions, consultation rights, execution owners, escalation thresholds, reversal authority, expiry, and the record required to reconstruct each consequential choice.
Intervention architecture
Define the smallest sufficient change against the constraint, the accountable owner, required capabilities, decision sequence, operating cadence, measures, exceptions, and what will deliberately remain untouched.
Transfer and closure
Name the receiving owner, acceptance evidence, independence test, residual risk, consultant withdrawal condition, review date, and the evidence that would transfer, reframe, or close the mandate.
